Developing new systems and standards for accountability in the digital age

We have been continuously developing the application of evaluation best practice principles to complex programmes [see BMP].We have previously steered the development of cross-government evaluation standards and practice for marketing and communications as a key government priority in the drive for greater value for money from communications.We developed a holistic evaluation practice that was applied across a multi-tude of campaigns from Change4Life to Acquistive crime and produced various guidance and toolkits, including Payback and Return on Marketing Investment in the public sector.We also developed and proto-typed a shared evaluation system for the Efficiency and Reform Group at the Cabinet Office which offered a new cross government capability to systemise improved performance and provide a common basis of accountability in a complex world.
